NSA BOSS Bahrain: ROWPU Manager
Job Summary
The ROWPU Manager will be responsible for the management of Reverse Osmosis Water Purification Units (ROWPU) and/or water plants. This role involves assisting in the creation of the organizational structure and processes necessary for executing water purification services, ensuring quality performance, equipment operation, and cost management. The manager will be in charge of executing and ensuring compliance with water standard testing, water sampling, and maintaining logs and equipment readings. The role also involves advising the Project Leader on issues, impacts, and risks related to water purification.
Roles and Responsibilities
- Oversee operational duties for Navy Drinking Water Systems.
- Supervise or direct the operation or maintenance of a water treatment plant (WTP) or water distribution system, making decisions on process control and system integrity.
- Implement installation criteria and requirements for the U.S. Navy Overseas Drinking Water (ODW) quality program.
- Manage, collect, and interpret drinking water data within the installation.
- Identify deficiencies in the drinking water system and work with plant operators or the requirements branch to implement corrective actions.
- Maintain and track drinking water-related reporting requirements, including Sanitary Survey execution, Fit for Human Consumption determinations, Certificate to Operate submissions, and analytical laboratory quality assurance programs.
- Facilitate information sharing, coordination, and distribution of technical data.
- Identify and develop metrics to measure commodity efficiency.
- Analyze utility trends and propose remedial actions.
- Perform commodity management, including budget oversight and development of utility commodity rates.
- Develop and implement processes to minimize life cycle costs of infrastructure assets while continuously delivering established service levels for utility systems.
- Maintain preventative maintenance on the water distribution system at the installation.
- Perform additional duties and responsibilities as assigned to meet organizational and operational objectives.
Required Qualifications
- Must be a U.S. Citizen.
- High school diploma with 8+ years of employment in an industrial water purification plant or military training in water purification operations, including 1-4 years in a supervisory role (preferably at least 1 year with KBR Water Purification group).
- Knowledge and experience based on the principles and application of physics, chemistry, and bacteriology as related to water purification.
- Ability to read, understand, and record data from gauges, scales, and meters.
- Ability to perform routine laboratory and field tests for control of plant operations.
- Must be available to respond immediately via phone and be on-site within a predefined number of minutes after notification.
- Must be familiar with and able to repair and operate equipment on the site.
- Must be available on-call or on-duty for consultation in case of emergency, malfunction, or breakdown of equipment or issues with the drinking WTP or distribution system.
- Must be available when the water system is operational, working in the capacity of ORC.
- Strong administrative, organizational, and computer skills, including proficiency with Microsoft Office suite (MS Word, PowerPoint, Excel, and Outlook).
- Proven ability to organize, prioritize, and complete multiple tasks under strict deadlines and changing priorities.
- Ability to work efficiently in a high-stress environment and handle multiple requests from different departments.
- Strong communication skills and self-motivation in managing communication channels.
- Valid driver’s license required.
- Certification or the ability to obtain a NOCA Class 3 Treatment and Class 3 Distribution operator certification.
- Background in SCADA monitoring systems and troubleshooting.
- Laboratory background is a plus.
