Position: Gender Equality Specialist

Job Description:

The Gender Equality Specialist will lead the development and coordination of gender-related activities within the project. This role ensures gender considerations are integrated into project planning, implementation, monitoring, and evaluation to empower women and promote equality. The specialist will oversee gender sensitization, develop action plans, and support data collection on gender-specific indicators.

Key Responsibilities:

Develop, update, and implement the Gender Action Plan.
Integrate gender sensitization modules in all project trainings.
Ensure project materials respect cultural, ethnic, and family realities.
Promote active participation and benefit of women in all project activities.
Support collection of sex-disaggregated and gender-specific data.
Conduct gender impact assessments and recommend improvements.
Support women groups involved in project livelihood activities.

Qualifications & Experience:

Advanced degree (Master’s or equivalent) in gender studies or related field; or Bachelor’s plus 2 years relevant experience.
Minimum 5 years experience in gender work, especially with women in rural African communities.
At least 5 years experience in Lake Tanganyika riparian countries.
Experience addressing gender-based violence is an asset.
Experience with UN or multilateral agencies is a plus.
Functional knowledge of gender policies and legislation in the region.
Fluent in English; intermediate French language skills required.

Project Management Support Analyst – Social Housing / Urban Development Specialist

Job Description

The role supports preparation, planning, implementation, and closure of social housing and urban development projects. Responsibilities include resource allocation and coordination, quality control, technical modeling of PPP contracts, validation of technical outputs, participation in meetings and field visits, and ensuring adherence to UNOPS quality standards.

Key Responsibilities

Identify, allocate, and coordinate internal resources for project execution.
Control the quality of project deliverables.
Perform technical modeling for social housing PPP contracts and review technical documentation.
Lead and coordinate field visits validating technical outputs and data collection.
Ensure inclusion of technical aspects in terms of reference for infrastructure studies.
Provide technical support to Project Manager and consolidate technical reports.
Coordinate with project teams and consultants for technical alignment.
Define formats and content for effective data collection and reporting.
Participate actively in coordination meetings and assigned missions.
Ensure compliance with project quality standards and manage documentation presentations.

Qualifications & Experience

Bachelor’s degree in Engineering, Architecture, Economics, or related fields (required).
Master’s degree is desirable and may substitute some years of experience.
Minimum 2 years’ experience in social housing or urban development infrastructure projects linked to vulnerable populations.
Experience with public contracts and multidisciplinary teams preferred.
Desirable experience in economic development projects and gender integration.
Experience in programs/projects for vulnerable groups is an advantage.

Languages

Monitoring & Evaluation (M&E) Specialist Retainer

Functional Responsibilities:

Review, update, and maintain the Project’s Results Framework, objectives, outcome indicators, baselines, and targets.
Develop, update, and implement the project’s M&E plan.
Assist Implementing Partners (IPs) with collection, collation, and analysis of performance monitoring data, including approving methodologies and strengthening IPs’ M&E capacity.
Provide input to the Senior Project Manager on performance indicators and learning for key project reports (Inception Report, quarterly reports, annual PIR, etc.).
Support documentation of success stories and lessons learned.
Provide technical support to Lake Tanganyika Authority (LTA) on performance monitoring for the Strategic Action Program (SAP).
Lead preparation for Midterm and Final Evaluations of the project.

Impact of Results:

The M&E Specialist Retainer ensures robust M&E systems, driving progress toward project objectives and enhancing UNOPS’s reputation as an effective project service provider in sustainable development.

Education/Experience/Language Requirements:

Education:

Bachelor’s degree in Qualitative Research, Monitoring and Evaluation, Development Studies, Social Sciences, Statistics, Public Administration, or related fields.
Accredited postgraduate qualification may substitute for 2 years of experience.

Experience:

Minimum 7 years in M&E, with focus on donor-funded projects.
At least 5 years working in one or more Lake Tanganyika riparian countries (Burundi, DRC, Tanzania, Zambia).
Knowledge of transboundary management issues in Lake Tanganyika basin is advantageous.
Experience with conservation and biodiversity M&E is a plus.

Language:

Full working proficiency in English (required).
Intermediate proficiency in French (required).
