Are you an experienced professional passionate about land management systems and EU agricultural regulations? About the Job

Reporting to the UNOPS Senior Project Manager, you will guide the project manager on key activities and oversee the development and implementation of LPIS. You will work closely with the Agricultural and Rural Development Agency (ARDA) and other stakeholders to ensure full compatibility with EU requirements and integration with national systems such as IACS.

Functional Responsibilities

• Collaborate with ARDA and stakeholders to refine LPIS objectives aligned with national plans.

Education / Experience / Language Requirements

• Advanced university degree (Master’s or equivalent), preferably in Agricultural Engineering, GIS, Geography, IT, or related fields.

• Additional certifications in LPIS or cadastral systems are advantageous.

• Alternatively, a first-level university degree with relevant experience may be considered.

• At least 7 years of experience in land management systems.

• Familiarity with EU agricultural regulations, IACS, and LPIS is required.

• Experience in EU integration processes and digitalisation of property rights/land administration is a strong asset.

• Fluency in Albanian and English is required.

Health, Safety, Social and Environmental Management (HSSE) Specialist

About the Job
Under the direct supervision of the Project Manager, the HSSE Specialist is responsible for supporting the implementation of the Environmental and Social Management Plan (ESMP) and ensuring all project activities comply with the environmental and social standards of the World Bank, UNOPS, or other relevant guidelines as defined in the Environmental and Social Management Framework (ESMF). This includes supervising and monitoring all implementing partners and subcontractors.

The consultant will be recruited on a retainer basis, under an on-demand contract, to provide specific HSSE services as needed by the project. The consultant must remain available throughout the contract period and will be mobilized by UNOPS on request, for specific durations and tasks within the defined total number of contract days. Interventions may be remote or on-site depending on the nature of activities.

Key Functions Summary:

Strategic Support on HSSE Policies

• Develop HSSE policies, systems, procedures, and guidelines when necessary and appropriate.

• Prepare and regularly update health, safety, social, and environmental management plans, ensuring they remain current.

• Advise and instruct project staff, contractors, consultants, and stakeholders on health and safety matters related to project implementation.

• Support the Project Manager in raising awareness of health and safety issues among project personnel, consultants, contractors, other stakeholders, and within UNOPS.

• Conduct risk assessments for the entire project and apply preventive HSSE measures.

• Ensure a safe working environment at all times, without health or safety risks to workers, UNOPS staff, stakeholders, or the public.

• Ensure all HSSE policies, procedures, rules, and regulations are complied with, reviewed regularly, updated, and communicated.

• Ensure contractors fulfill their legal obligations regarding occupational health, safety, and welfare, including mandatory training and reporting.

• Manage UNOPS operations related to waste management, biodiversity, climate change mitigation, and adaptation.

• Establish comprehensive HSSE inspection, audit, and documented verification programs.

• Prepare emergency and evacuation procedures.

• Stay informed of relevant health, safety, and welfare legislation and communicate changes to stakeholders.

• Regularly report HSSE activities to the Project Manager.

• Attend site meetings to report on HSSE issues and provide necessary advice.

Monitoring and Reporting

• Regularly supervise site inspections and staff work to identify issues or non-compliance and apply corrective measures for hazardous or harmful behavior/processes.

• Oversee installations, maintenance, and disposal of substances, equipment, and facilities to ensure compliance with regulations and best industry practices.

• Record and investigate incidents (including near misses) to determine causes and recommend process improvements.

• Prepare incident reports and compile statistical data for the Project Manager on HSSE matters.

• Ensure emergency and evacuation procedures are tested quarterly through appropriate drills.

Capacity Building

• Ensure HSSE inspections, risk assessments, and work procedures are properly managed, and contractors and employees understand their health and safety responsibilities.

• Develop and conduct structured health and safety training programs, including thorough induction programs, for project staff, contractors, consultants, and stakeholders.

• Initiate, organize, and lead HSSE training and workshops for the UNOPS project team, contractors, consultants, and stakeholders.

• Maintain complete and accurate records of HSSE training.
