Empower Institutions – Apply Now as Capacity Building Specialist
Position Title: Capacity Building Specialist – EU Accession Negotiations

Functional Responsibilities:
Under the direct supervision of the Project Manager, the Capacity Building Specialist will provide technical expertise on horizontal issues within clusters 1 (Fundamentals) and 6 (External Relations). This support will be extended to the Ministry for European Affairs (MEA), Ministry of Foreign Affairs (MFA), and the negotiation structure. The Specialist will conduct targeted capacity building workshops to strengthen institutional personnel.
Key Responsibilities:

Design, develop, and deliver capacity building workshops on EU negotiation procedures and documentation (negotiation positions, benchmarks, roadmaps, etc.)

Advise MEA in drafting relevant documents, including analyses, talking points, and negotiation positions

Conduct in-depth workshops on areas in Cluster 1 (rule of law, democratic institutions, public administration reform) and Cluster 6 (external relations), including open issues and challenges in the EU accession process

Provide structured guidance on integrating cross-cutting themes such as anti-corruption and public administration reform across all negotiation clusters

The Senior Programme Manager (Trauma-Informed Interviewing Expert) will provide high-level technical expertise to support Member States in enhancing their capacities for conducting trauma-informed, human rights-compliant, age- and gender-sensitive interviews in terrorism-related contexts. This includes individuals suspected of having family ties to terrorist groups, as well as those who may have been victims of violations. The role will focus on both building capacity and ensuring the protection of those involved in interviewing, particularly from secondary trauma.
