About the Role 

We are seeking a highly skilled Consultant to plan and develop the Change Theory for projects involving public procurement. This individual will work directly with the project management and coordination teams to execute the following tasks:

About the Role 

We are seeking a highly skilled consultant to support the oversight of ongoing WASH infrastructure implementations in District Tank, ensuring alignment with project goals and quality standards. The consultant will provide intermittent technical support to monitor the progress and quality of water supply systems and sanitation facilities.

Key Responsibilities 

Field Monitoring & Quality Assurance:

• Conduct monthly site visits to assess the quality, progress, and compliance of WASH infrastructure works (e.g., water supply systems, sanitation facilities) against approved designs, BoQs, and timelines. This includes the capacity-building phase before the handover.

• Verify adherence to Health, Safety, Social, and Environmental (HSSE) protocols.

• Support the WASH team in troubleshooting and capacity building where needed.

Reporting & Recommendations:

• Submit concise weekly reports (during active duty weeks) to the Project Manager, covering:

  • Progress against work plans.

  • Identified issues (technical, logistical, or social) and proposed corrective actions.

  • Risks (e.g., delays, quality gaps) and mitigation measures.

Stakeholder Coordination:

Education:

About the Role 

The Senior Programme Manager [trauma-informed interviewing expert] will be responsible for providing high-level technical expertise to support Member States in strengthening their capacities to conduct trauma-informed, human rights-compliant, age- and gender-sensitive interviews in terrorism-related contexts. This includes working with individuals who may have family ties to terrorist groups or those who have been victims of violations or abuses from a humanitarian perspective.

Key Responsibilities 

Capacity Building and Technical Assistance:

• Conduct in-depth consultations with Member States to assess the capacity-building needs of national entities and personnel tasked with interviewing individuals in terrorism-related contexts.

• Design, deliver, and evaluate capacity-building activities on trauma-informed approaches to interviewing, with an emphasis on mitigating risks of secondary trauma for personnel involved.

• Provide high-level advisory and mentorship services to national entities, strengthening their operational procedures and interviewing skills to ensure compliance with human rights.

Work Experience

• Minimum of five years of relevant work experience in digital transformation and cybersecurity is required.

• Experience in ICT, digital transformation, and cybersecurity matters with international organizations, governments, and national institutions is an asset.

• Knowledge of the cross-sectoral application of ICT and digital solutions in public administration, governance, environment, energy, social cohesion, or other fields is an asset.

• Experience in upgrading capacities for digital transformation and cybersecurity of national institutions on countries’ EU accession paths is an asset.

• Experience with UN, EU, and Western Balkans policy, strategic, and institutional frameworks in ICT and cybersecurity is an asset.

Language Requirements

• Fluency in English is required.

• Knowledge of Serbian, Montenegrin, Macedonian, or Bosnian will be an asset.

المسؤوليات الوظيفية:

• تقديم المشورة بشأن التحول الرقمي عبر القطاعات وقضايا الأمن السيبراني واتجاهات UNOPS.

• تقديم الإرشاد بشأن المشاركة الاستراتيجية والتشغيلية في التحول الرقمي والأمن السيبراني لدول غرب البلقان.

• تحليل الاتجاهات والسياسات والأطر المؤسسية الوطنية والأوروبية في مجالات التحول الرقمي والأمن السيبراني بشكل دوري أو عند الحاجة.

• متابعة وتقديم التحديثات بشأن الفرص التمويلية للمشاريع التي تدعم التحول الرقمي والأمن السيبراني في دول غرب البلقان.

• تسهيل توسيع شبكة RSMCO من أصحاب المصلحة الوطنيين والدوليين المعنيين بالتحول الرقمي والأمن السيبراني للدول.

• المساهمة في تصميم البرامج والمشاريع التي تدعم تطوير الدول في مجالات التحول الرقمي والأمن السيبراني عبر القطاعات.

• أداء مهام أخرى كما هو مطلوب من قبل المشرف.

سيقدم المرشح الدعم الفني من خلال:

• تقديم مدخلات سردية للمستندات مثل مذكرات المفاهيم، المقترحات المشاريع، التحليلات، العروض التقديمية وغيرها.

• المشاركة في الاجتماعات الداخلية والخارجية، الفعاليات، والمنتديات الأخرى ذات الصلة بـ RSMCO واندماج دول غرب البلقان في الاتحاد الأوروبي.

• تقديم المشورة وبناء القدرات من خلال الجلسات الاستشارية أو التدريبية أثناء العمل، سواء حضورياً أو عبر الإنترنت.

• أداء مهام أخرى كما هو مطلوب من قبل المشرف.

متطلبات التعليم والخبرة واللغة:

التعليم
درجة الماجستير في الهندسة أو تكنولوجيا المعلومات والاتصالات أو الاتصالات أو العلوم الاجتماعية أو أي مجال ذي صلة أمر مطلوب. يمكن قبول درجة البكالوريوس مع سنتين إضافيتين من الخبرة المهنية ذات الصلة بدلاً من درجة الماجستير.

الخبرة العملية

• خمس سنوات على الأقل من الخبرة العملية ذات الصلة في مجال التحول الرقمي والأمن السيبراني.

• الخبرة في قضايا تكنولوجيا المعلومات والاتصالات والتحول الرقمي والأمن السيبراني مع المنظمات الدولية، الحكومات، والمؤسسات الوطنية هي ميزة.

• المعرفة بتطبيق تكنولوجيا المعلومات والاتصالات والحلول الرقمية عبر القطاعات مثل الإدارة العامة، الحوكمة، البيئة، الطاقة، أو التماسك الاجتماعي هي ميزة.

• الخبرة في تعزيز قدرات المؤسسات الوطنية في مجالات التحول الرقمي والأمن السيبراني في سياق مسارات انضمام الدول إلى الاتحاد الأوروبي هي ميزة.

• الخبرة في سياسات وأطر العمل الاستراتيجية والمؤسسية في تكنولوجيا المعلومات والاتصالات والأمن السيبراني مع الأمم المتحدة، الاتحاد الأوروبي، ودول غرب البلقان هي ميزة.

متطلبات اللغة

• الطلاقة في اللغة الإنجليزية مطلوبة.

• معرفة اللغة الصربية أو المونتينيغرينية أو المقدونية أو البوسنية ستكون ميزة.
