Research activities

 Country and regional engagement

Support the ICAT Director and the Senior Programme Manager in coordinating ICAT’s country and regional work, including drafting work plans for country support and the regional hubs and liaising with country and regional focal points and ICAT Implementing partners; 

Track ICAT progress on country work and its regional engagement continuously, in accordance with work plan objectives and giving special attention to ICAT’s impact indicators, to keep ICAT management informed and ensure that information ICAT publishes (including on its website) is up-to-date; 

Support effective capacity-building activities and peer-to-peer exchanges conducted to build the long-term capacity of ICAT beneficiary countries; 

In collaboration with Implementing Partners, provide support to the coordination and implementation of ICAT’s country work plans, including the review of deliverables; and Draft official letters and take notes during meetings. 

 Research activities

Ensure the collection and analysis of all relevant background information for ICAT’s country and regional engagement, in particular, information on potential ICAT partner countries and regions in which ICAT plans its engagement; 

Conduct background research on transparency-related developments and activities of relevance to ICAT country and regional support; 

Prepare high-quality summaries and reports, including but not limited to input to project reports, annual reports, situation reports, briefing notes, and other UN reports. Prepare written summaries of meetings; and 

Senior Programme Manager [Counter-Terrorism Digital Forensics Expert] - Retainer

 

Undertake missions and conduct in-depth consultations with Member States requesting assistance to support the assessment of the capacity-building needs of concerned national entities with respect to the application of digital forensics techniques and methodologies to gather, analyze, and store digital evidence related to counter-terrorism;

Develop recommendations to improve evidence collection, case management procedures, inter-agency coordination, and legal or legislative texts drafting related to digital forensics to ensure effective, rule of law-based and human rights-compliant conduct of counter-terrorism activities;

Design, deliver, and participate in the evaluation of relevant technical assistance activities, including on digital evidence collection and preservation, digital investigation techniques, cyber threats assessment, data recovery and analysis, malware analysis, and network forensics, to conduct rule of law-based and human rights-compliant investigations of terrorism-related cases; 

Provide high-level advisory and/or mentorship services to national entities in charge of digital forensics in counter-terrorism with a view to strengthening their management, operational capabilities, and inter-agency coordination;

Advise on the establishment and operationalization of digital forensics laboratories, providing guidance on required infrastructure, staffing, and procurement of specialized equipment and technologies;

Facilitate information-sharing and cooperation between national, regional, and international organizations on digital forensics and counter-terrorism efforts, promoting harmonization of practices and cross-border investigations;

Advise on the development and implementation of Standard Operation Procedures (SOPs) for digital evidence handling, chain of custody, and forensic investigations to ensure compliance with international legal standards and human rights principles;

Functional Responsibilities:

Project Design and Portfolio Development

Support in drafting and refinement of Terms of References (TOR) for technical assistance projects, incorporating technical, financial/economic, and stakeholder input. This includes: 

Conducting research and analysis to inform TOR development. 

Identifying and engaging with relevant stakeholders (e.g. government agencies/ministries, private sector actors, civil society organizations, others) to gather input and ensure alignment. 

Coordinating with ETP’s country and regional coordinators to avoid duplication of effort and exploring synergies with existing or planned projects. 

Coordinating with ETP Program Management and Fund Management teams on finalizing the TOR. 

Participate in the evaluation of proposals to select project implementing partners or consultants. 

Support in building the PSA TAF project portfolio by scoping for emerging fields in the energy sector, identifying potential focus areas, understanding the needs, and assessing private sector interest. 

Technical and Coordination Support 

Provide technical and operational support to the implementing partners/consultants, as necessary. This may include linking them with stakeholders, strategizing on the conduct of activities, and reviewing project outputs. 

The incumbent may be asked to participate in meetings related to work undertaken under PSA TAF, including meetings with implementing partners, progress and strategy meetings with SEACEF, and engagement with other stakeholders. The incumbent will document highlights of meetings. 

Finance Facility Advisor - Home based Retainer

Review of Existing Policies, Infrastructures, and Initiatives

Review and stock take of existing financing and grant facilities and blue finance opportunities in the region and around the world to identify best practices and areas for collaboration. 

Stakeholder and Private Sector Engagement

Consultation with relevant stakeholders, donors, development banks, regional organization, amongst others, to identify possible linkages with existing or potential new financing facility 

Obtain commitments with identified stakeholders to collaborate in the proposed financing facility mechanism 

Produce an options paper that incorporates the financing mechanism review, good practices, and recommendations to strengthen blue economy and innovative financing.
