About the Job

Job Summary
The ROWPU Manager will be responsible for managing Reverse Osmosis Water Purification Unit(s) (ROWPU) and/or Water Plant(s). This role assists in leading the creation of organizational structure and processes required to fully execute the service requirements. The manager is responsible for the execution of water purification services, ensuring quality performance, equipment operation, and cost management. The position will also oversee water standard testing, water sampling, maintaining logs, and equipment readings. Additionally, the ROWPU Manager will advise the Project Leader on potential issues, impacts, and risks.

Roles and Responsibilities

• Responsible for the operational performance of Navy Drinking Water Systems.
• Supervise or direct the operation and maintenance of specific Water Treatment Plants (WTP) or water distribution systems, making critical decisions on process control and system integrity.
• Implement installation criteria and requirements for the U.S. Navy Overseas Drinking Water (ODW) quality program.
• Manage, collect, and interpret drinking water data within the installation.
• Identify deficiencies in the drinking water system and collaborate with water plant operators to implement corrective actions.
• Maintain and track drinking water-related reporting requirements, including Sanitary Survey execution, Fit for Human Consumption determinations, Certificate to Operate submissions, and the analytical laboratory quality assurance program.
• Facilitate information sharing, coordination, and distribution of technical data.
• Develop and track metrics to measure commodity efficiency.
• Analyze utility trends and propose necessary remedial actions.
• Oversee commodity management, including budget oversight and the development of utility commodity rates.
• Develop and implement processes to minimize the life cycle costs of infrastructure assets while ensuring consistent levels of service for the installation’s utility systems.
• Maintain Preventative Maintenance programs on the installation’s water distribution system.
• Perform other related duties as required to meet organizational and operational objectives.

Required Qualifications

• Must be a U.S. Citizen.
• High school diploma and 8+ years of experience in an industrial water purification plant or military training in water purification operations, including 1-4 years in a supervisory role. Preference given to those with at least 1 year within KBR Water Purification group.
• Knowledge and experience in the principles and applications of physics, chemistry, and bacteriology as related to water purification.
• Ability to read, understand, and record data from gauges, scales, and meters.
• Capable of conducting routine laboratory and field tests for controlling plant operations.
• Must be available to respond immediately via telephone and be on-site within a specified number of minutes after notification.
• Must be familiar with and able to repair and operate the equipment on-site.
• Available for consultation in case of emergency, malfunction, or breakdown of equipment, or other concerns related to the drinking WTP or distribution system.
• Must be available during water system operation in the capacity of ORC.
• Proficient in administrative, organizational, and computer skills, including Microsoft Office Suite (MS Word, PowerPoint, Excel, and Outlook).
• Proven ability to organize, prioritize, and complete multiple tasks under strict deadlines and changing priorities.
• Ability to work in a high-stress environment and handle multiple requests.
• Strong communication skills and highly self-motivated in managing communication channels.
• Must have a valid driver’s license.
• Must be certified or able to obtain a NOCA Class 3 Treatment and Class 3 Distribution operator certification.
• Background in SCADA monitoring systems and troubleshooting.
• Laboratory background is a plus.

This position requires hands-on technical expertise in managing water purification systems, particularly in military or industrial settings, and the ability to lead a team while maintaining compliance with rigorous standards.
