Functional Responsibilities:
The monitoring and evaluation specialist will be responsible for the below functions and key results :
- Monitoring, evaluation, accountability and learning
- Planning, reviews and reporting
- Data Collection, Management & Use
- Knowledge Management and Capacity building on M&E
- Development and implementation of the M&E plans, systems and tools
- Work with the project management office team and the different programs/HEs in developing the overall M&E framework/strategy and establishing a results-based M&E system.
- Support program/project design including the development of theories of change, MEL plans, assumptions and risk analyses.
- Support for the development and implementation of Programme/project performance indicators, log frames, results frameworks, M&E plans and theories of change.
- Advance analysis and technical support to facilitate the design of the program's results frameworks, including baselines, indicators, indicator reference sheets, targets, means of verification and reporting tools, ensuring alignment to funder requirements.
- Develop new indicators and procedures which are aligned with programme strategies and/or international frameworks that facilitate the quality monitoring and reporting of programme results.
- Establish and coordinate plans for collection and analysis of data.
- Planning, reviews and reporting
- Provide guidance and technical assistance in the area of annual planning, performance monitoring, reviews and reporting, promoting a results and performance improvement mindset and M&E culture.
- Provide specialist support to the HoP in the implementation, monitoring and reporting of mid-term and end-of-year reviews.
- Draft programme/donor reports for relevant approvals.
- Draft monitoring and lessons learned reports that are evidence-based, practical and emphasise learning and utilisation.
- Work on evaluation data collection and identify evaluation findings, conclusions and recommendations and input them into programme reporting appropriately.
- Review progress reports submitted by partners and provide feedback to improve the quality and timeliness of reporting, and ensure the capture of lessons learned.

المسؤوليات الوظيفية:
سيكون أخصائي الرصد والتقييم مسؤولاً عن الوظائف والنتائج الرئيسية التالية:
- الرصد والتقييم والمساءلة والتعلم
- التخطيط والمراجعات وإعداد التقارير
- جمع البيانات وإدارتها واستخدامها
- إدارة المعرفة وبناء القدرات في مجال الرصد والتقييم
- تطوير وتنفيذ خطط وأنظمة وأدوات الرصد والتقييم
- العمل مع فريق مكتب إدارة المشروع والبرامج / التعليم العالي المختلفة في تطوير إطار / إستراتيجية الرصد والتقييم الشاملة وإنشاء نظام للرصد والتقييم قائم على النتائج.
- دعم تصميم البرنامج / المشروع بما في ذلك تطوير نظريات التغيير وخطط MEL والافتراضات وتحليلات المخاطر.
- دعم تطوير وتنفيذ مؤشرات أداء البرنامج/المشروع، وإطارات السجل، وأطر النتائج، وخطط الرصد والتقييم ونظريات التغيير.
- التحليل المسبق والدعم الفني لتسهيل تصميم أطر نتائج البرنامج، بما في ذلك خطوط الأساس والمؤشرات والأوراق المرجعية للمؤشرات والأهداف ووسائل التحقق وأدوات الإبلاغ، مما يضمن التوافق مع متطلبات التمويل.
- تطوير مؤشرات وإجراءات جديدة تتماشى مع استراتيجيات البرنامج و/أو الأطر الدولية التي تسهل مراقبة الجودة والإبلاغ عن نتائج البرنامج.
- وضع وتنسيق الخطط لجمع وتحليل البيانات.
- التخطيط والمراجعات وإعداد التقارير
- تقديم التوجيه والمساعدة الفنية في مجال التخطيط السنوي ومراقبة الأداء والمراجعات وإعداد التقارير وتعزيز عقلية تحسين النتائج والأداء وثقافة المراقبة والتقييم.
- توفير الدعم المتخصص لفريق العمل في تنفيذ ورصد وإعداد التقارير عن مراجعات منتصف المدة ومراجعات نهاية العام.
- مشروع تقارير البرنامج/المانحين للحصول على الموافقات ذات الصلة.
- صياغة تقارير الرصد والدروس المستفادة التي تكون قائمة على الأدلة وعملية وتؤكد على التعلم والاستفادة.
- العمل على جمع بيانات التقييم وتحديد نتائج التقييم واستنتاجاته وتوصياته وإدخالها في تقارير البرنامج بشكل مناسب.
- مراجعة التقارير المرحلية المقدمة من الشركاء وتقديم التعليقات لتحسين جودة التقارير وتوقيتها، والتأكد من الاستفادة من الدروس المستفادة.
