COST ESTIMATOR / TENDER ENGINEER

Location: Bahrain

Job Purpose:
The Cost Estimator / Tender Engineer is responsible for preparing accurate cost estimates and tender submissions for civil engineering projects, with a strong focus on earthworks and tunneling. The role requires technical expertise, attention to detail, and familiarity with industry-standard estimation tools and contract conditions.

Key Responsibilities:

• Prepare detailed cost estimates for civil engineering projects, including earthworks and tunneling.

• Analyze project drawings, specifications, and documentation to prepare comprehensive tender proposals.

• Conduct quantity take-offs and ensure accuracy in material, labor, and equipment cost calculations.

• Collaborate with project managers, engineers, and procurement teams to gather necessary data for estimation.

• Review and interpret geotechnical reports for tunneling and earthworks projects.

• Utilize estimation software (preferably CANDY) to develop cost models and tender submissions.

• Ensure compliance with NEC standard contract conditions and other relevant contractual requirements.

• Provide value engineering options and cost optimization strategies during tender preparation.

• Maintain updated knowledge of market rates, material costs, and industry trends in Bahrain and the GCC region.

DEPUTY PLANT MANAGER – BAHRAIN

About the Role:
Joseph Gallagher Ltd is seeking a highly motivated Deputy Plant Manager to join our tunnelling operations in Bahrain. The successful candidate will support the Technical Manager in overseeing the maintenance, mobilisation, and efficient operation of a wide range of heavy plant and tunnelling machinery used across ongoing microtunnelling and infrastructure projects.

Key Responsibilities:

• Assist the Technical Manager in the day-to-day management of the plant and equipment fleet across multiple project sites.

• Supervise workshop operations including repair, refurbishment, fabrication, and modification of mechanical and structural components.

• Ensure all heavy plant, tunnelling, and support equipment are maintained in line with manufacturer and company standards.

• Plan, prioritise, and coordinate maintenance schedules to minimise downtime and ensure operational readiness.

• Oversee electrical and hydraulic system diagnostics, fault finding, and repairs.

• Support mobilisation and demobilisation of TBMs, slurry systems, jacking frames, and separation plants.

• Manage workshop technicians, electricians, and fitters; provide technical guidance and ensure adherence to safety procedures.

• Liaise closely with site teams to ensure plant availability meets project requirements.

• Assist in procurement of spare parts, consumables, and fabrication materials.

• Maintain accurate service records, inspection reports, and maintenance logs.

• Promote a strong safety culture and ensure compliance with all relevant company and statutory requirements.

Qualifications and Experience:

• Minimum 10 years’ experience managing or maintaining heavy plant and tunnelling equipment.

• Strong understanding of electrical and hydraulic systems.

• Proven background in steel fabrication, repair, and modification of mechanical assemblies.

• Previous experience working with tunnelling machinery – slurry TBMs, jacking systems, separation plants, and associated equipment – is essential.

• Demonstrable leadership and people management skills.

• Ability to read and interpret technical drawings and schematics.

• Excellent organisational and problem-solving skills.

• Good command of English (written and spoken).

• GCC or international project experience preferred.
