1. C-UAS Policy & Doctrine SME – Contract (Manama)

Job Summary:
Culmen International is seeking a Subject Matter Expert (SME) in Counter-Unmanned Aerial Systems (C-UAS) Policy and Doctrine to support the implementation of C-UAS capabilities into integrated air and missile defense (IAMD) architectures. The SME will work closely with a capabilities-based analysis facilitator to conduct a DOTMLPF-P analysis. This is a 12-month contract with an estimated level of effort of up to 1,010 hours, including 5 two-week overseas trips every other month and remote work from CONUS/home of record for the remaining months.

Key Responsibilities:
• Conduct DOTMLPF-P analysis to guide military components in establishing or enhancing C-UAS capabilities.
• Support a study focusing on C-UAS integration into existing IAMD architecture, including baseline assessments scheduled from April to December 2026.
• Provide expert insight into evolving UAS capabilities, operational environments, and regional security constructs.
• Collaborate with project teams to develop recommendations to address capability shortfalls.
• Contribute to planning, coordination, and reporting throughout the project duration.

Required Qualifications:
• Experience with U.S. interagency C-UAS policy, planning, and strategy development for homeland defense.
• Experience with U.S. Department of War (DoW) C-UAS policy, planning, and strategy for force protection.
• Understanding of C-UAS operational environments and current Tactics, Techniques, and Procedures (TTPs).
• Familiarity with deployed and developing C-UAS technologies and capabilities.

Desired Qualifications:
• Experience in C-UAS doctrine, operations, and policy development.
• Experience with international/interagency cooperation in C-UAS roles and authorities.
• Strategic and operational planning experience within DoW.
• Experience implementing Institutional Capacity Building programs.
• Experience executing security cooperation or security assistance programs.
• Expertise in facilitation techniques and tools, both virtual and in-person.
• Experience with project management tools and techniques.

• فهم بيئات التشغيل الحالية لـ C-UAS وأساليب وتكتيكات العمليات (TTPs).
• الإلمام بالتقنيات والقدرات الحالية والمطورة لـ C-UAS.

المؤهلات المفضلة:

• خبرة في تطوير العقائد والعمليات والسياسات المتعلقة بـ C-UAS.
• خبرة في التعاون الدولي/بين الوكالات في أدوار وصلاحيات C-UAS.
• خبرة في التخطيط الاستراتيجي والتشغيلي داخل وزارة الحرب.
