Summary
You will serve as a CONTRACT SPECIALIST in the Naval Supply Systems Command (NAVSUP) Fleet Logistics Centers (FLCs) Contracting Department of NAVSUP FLC BAH GF. The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week).

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Administering a wide range of contract actions (e.g. firm fixed-price; cost reimbursement, time and materials, basic ordering agreements, contract scope determinations, contract modifications, justifications and approvals, business clearances, and awards) to perform pre-award and post-award functions; 2) Negotiating prices, terms and conditions, contract modifications, and settlements involving the procurement of supplies and services; 3) Interpreting relevant laws, regulations, policies, standards, or procedures to resolve specific contracting issues; and 4) Providing guidance in the planning of procurement strategies, preparation of statements of work and identifying potential contractors or sources. Additional Information (Continued): This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Pay retention will be extended to eligible Department of Defense (DOD) employee(s) who apply through a formal recruitment program and are selected for a position at an overseas location. Relocation and recruitment incentives may be authorized. The Office of the Secretary of Defense (Personnel and Readiness) limits the number of Bahrain based DoD personnel accompanied tours. Dependent entry approval from Commander, U.S. Naval Forces Central Command is required for all accompanied tours prior to extending the final job offer and prior to issuing Permanent Change of Station (PCS) orders. Accompanied tours are not guaranteed. The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week). This is a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Aquisition Workforce (AWF) members must complete 80 hours of continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU)Credentials. Obtaining certifications within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment. Physical Demands: Work is mostly sedentary, but there is some walking required during visits to contractor facilities. Work may require limited overnight travel away from the normal duty station and travel during normal business hours within the general locality. Work Environment: The work is normally performed in an office setting although there are occasional visits to contractor plants or to other agencies in order to conduct fact-findings, pre-award surveys, reviews and negotiations.
